BART & Alameda County Planning Department are building upon community input received at the 2026 January Open House and May Virtual Community Meeting and we want to hear your thoughts on Draft Goals and Objectives for future development (TOD) on the site. Please take a few minutes to complete our community survey. Survey is estimated to take 5 minutes. Please submit your response by Sunday, May 31, 2026.




The Goals and Objectives is a high-level vision document that will inform BART’s selection of a development partner. Your input will help shape the future of the site.

BACKGROUND




BART in partnership with the Alameda County Planning Department are working, with community input, to advance Transit Oriented Development (TOD) on BART-owned land located within the County. TOD generally refers to the construction of new homes, offices, shops, or community spaces next to transit so people can easily walk, bike, or take the train instead of driving. BART intends to seek a developer no sooner than 2028. Once chosen, the developer will work with BART, the community and the County throughout the design and entitlement process.

Note that related planning efforts are also underway in coordination with the City of San Leandro for the portion of BART property located within City of San Leandro.

This work is funded by Metropolitan Transportation Commission’s Priority Sites Technical Assistance Grant.
